Error Installing Microsoft Visual Studio Web Authoring Component

I've tried manually extracting the Microsoft Visual Studio Web Authoring Component setup files and running them, but they refuse to find VisualWebDeveloper.WW\VWDWW.cab (even though I point them to their correct location.)
